		<description>I&#039;m not sure I can believe Representative Cao&#039;s claims that he made a vote of conscience on the health care bill. Apparently his vote was a shoe-in--that is, one that was cast after the bill already had enough votes to pass (218)--and he is also a Republican representing a heavily Democratic-leaning district who was apparently almost recalled after voting against the Stimulus bill. Regardless, at least he knows who has the real power in the system and is voting the way his constituents want him to.</description>
